CFS Dept./Organization & Operation; provides for establishment of zones; provides that district budget transfer authority shall be as set out in General Appropriations Act or implementing bill; repeals provision re permitted uses of fee collections in excess of amount of appropriations. Amends 20.19; repeals 402.33(10).
