Health Care; delays nursing home staffing increase; provides for retroactive application; provides additional eligibility for KidCare; requires proof of family income with supporting documents; amends provisions re mandatory Medicaid services; requires utilization management of private duty nursing services; revises guidelines re reimbursement of Medicaid providers; requires convening of Medicaid Disproportionate Share Council, etc. Amends FS.
