Public Health Care; expands environmental health enforcement authority of DOH; authorizes dept. to issue citations or order payment of fines; provides additional criteria for release of HIV preliminary test results; requires hospitals licensed under specified provisions to implement program offering immunizations against influenza virus & pneumococcal bacteria to all patients who have attained specified age, etc. Amends FS.
