CFS Dept./Contracts/Service Provider; provides legislative intent re establishing structure by which DCFS shall monitor & manage contracts with external service providers; requires dept. to competitively procure certain commodities & contractual services; requires dept. to allow all public postsecondary institutions to bid on contracts intended for any said institution; requires that dept. develop business case before outsourcing any service or function, etc. Amends FS. APPROPRIATION: $102,232.
