Scripps Florida Funding Corporation; amends specified provision to revise provisions re right to provide water & wastewater service to projects that are part of or ancillary to biomedical research institution & campus to be established by Scripps Research Institute; provides that such rights are not exclusive; eliminates authority to assign such rights; prohibits use of eminent domain or other applicable law to acquire property of another governmental entity, etc.
