Emergency Management; specifies additional entities & agencies that are required to provide registration info. to persons with disabilities or special needs for purposes of inclusion within registry of persons with special needs maintained by local emergency management agencies; requires certain health insurance companies to waive restrictions on filling prescriptions during declared State of Emergency, etc. Amends FS.
