Energy; creates provisions re Fla. renewable energy policy; provides intent; creates "Fla. Renewable Energy Technologies & Energy Efficiency Act"; establishes energy-efficient products sales tax holiday; creates Fla. Energy Council within DEP; creates Fla. renewable energy production credit; revises provisions for notice by electric utility of its intent to construct exempt transmission line, etc. Amends FS. APPROPRIATION: $17,561,379.
