Education; establishes Accountability, Research, & Measurement Div. in DOE; repeals provision re "Jobs for Florida's Graduates Act"; specifies that mission of state's K-20 education system is to provide rigorous & relevant learning opportunities for students; requires that each teacher assigned to any classroom be included in calculation for compliance with constitutional class-size limits, etc. Amends FS.
