Workers' Compensation Joint Underwriting Association; provides requirements & procedures for procurement of goods & services; prohibits retention of certain lobbyist services; prohibits employees & board members from accepting gifts or expenditures from persons & entities with certain relationships to plan; provides exemption from corporate income tax, etc. Amends 627.311.
