GENERAL BILL by Policy & Budget Council ; Safety & Security Council

Indigent Persons/Legal Representation; removes responsibility for appointment of attorneys for indigent persons from courts; provides for appointment of attorneys for said persons by public defenders; limits expenditures; revises provisions re payment for costs of representation; deletes forms of billing & payment by private attorneys representing said persons; provides that attorneys appointed by public defender have same access to prisoners as public defender, etc. Amends FS.
