Energy [RPCC]; creates Energy Policy Governance Task Force; revises provisions for renewable energy source exemption; excludes assessed value of certain real property for determination of such exemption; requires that term of payment for consolidated equipment financial contracts may not extend beyond anticipated useful life of equipment financed; establishes Green Schools Pilot Project to enable selected school districts to comply with standards, etc. Amends FS.
