Council on the Social Status of Black Men and Boys [SPCC]; Removes outdated provisions; provides additional council duties & powers; removes certain duties of Attorney General; removes provision that discontinues council under certain conditions; creates direct-support organization; specifies duties & requires contract; provides contract requirements; provides for appointment of members of board of directors, etc. APPROPRIATION: $50,000.
