Information Technology [RPCC]; Revises the duties of the Legislative Budget Commission with respect to its review of information technology policies and plans. Revises the duties of the Agency for Enterprise Information Technology and specifies additional qualifications for the executive director. Creates the Office of Open Government within the Executive Office of the Governor, etc.
