Lien Claims by Homeowners' Associations; Provides that when authorized by governing documents, association has lien on each parcel for certain purposes; provides exception; provides that act does not bestow upon lien, mortgage, or certified judgment of record on July 1, 2008, priority that lien, mortgage, or judgment did not have before that date; provides for elements of valid claim of lien; provides for content of recording notice, etc.
