Department of Highway Safety & Motor Vehicles [CPSC]; Reenacts and amends specified provisions relating to the establishment of the department. Eliminates an obsolete reference to the Bureau of Motor Vehicle Inspection. Provides for the implementation of a certain litigation settlement. Revises requirements for motorcycle and moped license tags. Provides for issuance of unique license plates for low-speed vehicles and mini trucks, etc.
