Tangible Personal Property Tax Transparency; Authorizes persons who rent specified heavy equipment to collect tangible personal property tax recovery fee on heavy equipment property rentals for specified purposes; requires disclosure of fee in rental agreement; specifies rate for fee; limits total fee collected at each business location; provides for refund or credit of amounts collected in excess of tangible personal property taxes levied on such equipment.
