Alcohol Consumption; Requiring the Division of Alcoholic Beverages and Tobacco of the Department of Business and Professional Regulation to consider a vendor’s use of an electronic identification scanner in mitigation of certain administrative penalties; requiring state and local law enforcement agencies to refer to the division all relevant reports of investigations and arrests concerning drivers under the influence of alcohol whose crashes contributed to serious bodily injury or death, etc.
