Air Pollution Control; exempts Air Pollution Control Trust Fund from surcharge; provides for adjustments in major stationary source annual air-operation permit license fees; deletes obsolete provisions re study that was conducted; changes date for audit of major stationary source air-operation permit program; provides for continued funding of certain activities. Amends 215.22, 403.0872.
