Florida Forever Program; creates Fla. Forever Act; provides certain structures entitled to continue sovereignty submerged lands leases; revises acreage requirements for horse park-agricultural center; creates Acquisition & Restoration Council; creates Fla. Greenways & Trails Council within DEP; revises funding & procedures for Fla. Recreation Development Assistance Program; transfers powers, duties & functions of Green Swamp Land Authority to DEP, etc. Amends FS. APPROPRIATION: $300,000.

Effective Date: 07/01/1999 except as otherwise provided
