Hwy. Safety/Motor Vehicles/Vessels; increases fee for Florida educational license plate; provides that certain vehicles of Health Dept. are authorized emergency vehicles; provides that motorized scooter is not motor vehicle for traffic control purposes; increases number of points that driver under specified age may accumulate before dept. is required to issue that driver restricted license; conforms vessel registration law to motor vehicle registration law, etc. Amends FS. APPROPRIATION: $100,000.
