Education Governance; provides procedures for registering as lobbyist for state university, college, or community college; includes state universities & colleges as educational units for purposes of Administrative Procedure Act; repeals provision re Critical Teacher Shortage Student Loan Forgiveness Program; creates Fla. Alzheimer's Center & Research Institute; authorizes demonstration program to be called Learning Gateway, etc. Amends FS.
