Economic Stimulus; revises terminology re certain incentive payment schedules; revises required elements of tax refund agreement; provides exemption from mandatory loss of tax refund eligibility & decertification resulting from agreement breach in cases of uncontrollable economic factors; prescribes deadline for applying for tax refunds; revises conditions under which prorated tax refund will be approved, etc. Amends Chs. 213, 288.
