Educational Leadership; (THIS BILL COMBINES S1032,2418,2496) creates BEST Florida Teaching Act of 2003; requires cooperation & support of district school superintendents & school principals; revises provisions re teacher authority & responsibility for control of students; renames & revises eligibility criteria & loan reimbursement of Critical Teacher Shortage Student Loan Forgiveness Program; creates "Fast Track" Educator Certification Program, etc. Amends FS.
Effective Date: Upon becoming law
