Quality Education; defines terms "core-curricula courses" & "extracurricular courses"; establishes constitutional class size maximums; establishes operating categorical fund for implementing class size reduction; establishes Class Size Reduction Infrastructure Program; establishes District Effort Recognition Program; provides for Florida Learning Access Grants, etc. Amends FS.
