Educational Leadership; creates BEST Florida Teaching Act of 2003; requires district school boards to provide clerical personnel or volunteers to assist teachers in noninstructional activities; provides for cooperation & support of district school superintendents & school principals; provides student rights re classroom orderliness; requires specified student conduct; provides for support of authority of teachers & bus drivers, etc. Amends FS.
