Slosberg & Simmons Safety Act; provides additional charges for certain traffic violations; provides for distribution of moneys collected; revises provisions re disposition of civil penalties by county courts; provides additional fees for reinstatement of suspended driving privilege; clarifies that funds be used for driver education programs in schools; provides requirement for behind-the-wheel training, etc. Creates 318.1225, 322.287; amends 318.21,.1215.
