Transportation; deletes reference to obsolete federal safety standard; provides for certain airports to abandon evelopment-of-regional impact orders; provides for issuing citations for toll violations by first class mail; revises provisions for exemption from specified notification requirements for commercial motor vehicles carrying hazardous materials; revises provisions for airport site approval & airport licensing, etc. Amends FS.
