Military Families; revises certain requirements re scholarships for children of deceased veterans; provides for licensure by endorsement of certain nurses licensed in another state that is member of Nurse Licensure Compact; classifies dependents of active duty members of armed forces & certain liaison officers & their spouses & dependent children as residents for tuition purposes, etc. Amends FS.
