Affordable Health Care; requires certain licensed facilities to provide public Internet access to certain financial information; requires licensed facilities to make certain patient charge & performance outcome data available on Internet websites; creates Florida Health Insurance Plan for certain purposes; creates Discount Medical Plan Organizations; provides for insurance rebates for healthy lifestyles, etc. Amends FS. APPROPRIATION: $2,455,240.

Effective Date: 07/01/2004 except as otherwise provided
