Adverse Medical Incident Records; creates "Patients' Right to Know about Adverse Medical Incidents Act"; provides purpose, legislative findings & definitions; specifies patient's right of access to records re adverse medical incidents; prohibits disclosure of patient's identity & requires maintenance of federal privacy restrictions; provides application & construction; limits discoverability or admissibility into evidence of certain records, etc. Amends 381.028.
