Consumer Protection; revises training requirements for obtaining Class "D" license; requires minimum number of hours of training in terrorism awareness or other training prescribed by DOACS; provides for preemption of regulation of refunds in retail sales establishments to dept.; exempts certain governmental entities from requirement to maintain liability protection covering amusement rides, etc. Amends FS.
