Emergency Mgmt. Div. Director/DCA; provides that director of Emergency Management Division be designated as agency head of division; provides for appointment of director by Governor; provides that division is separate budget entity, not subject to control by DCA; provides for agreement between division & DCA for certain services; prescribes duties of division. Amends 20.18.
