Fish & Wildlife; defines term "commercial harvester"; conforms penalty provisions for said harvesters; conforms provisions re spiny lobster; specifies seasonal recreational activities for which license or permit is required; provides for crossbow season permits; provides penalties for taking game & fish with suspended or revoked license; creates Wildlife Violators Compact; provides for reciprocal recognition of license suspension, etc. Amends FS.
