Education Finance Program; creates Special Teachers Are Rewarded performance pay plan; prohibits DOH from using annual appropriation to administer & evaluate area health education center network; increases maximum annual budget for Circuit Court Clerk, Hillsborough Co.; provides for waiver of certain stone crab & spiny lobster trap tag fees, etc. Amends FS.
