Medicaid Managed Care Pilot Program; requires AHCA to develop methodology for calculating risk-adjusted capitation rates based on information in encounter database; requires that specified criteria be met prior to implementation of methodology; provides for use of interim risk-adjusted methodology; provides phase-in schedule for encounter-based methodology for participating managed care plans, etc. Amends 409.91211.
