Cable TV/Video Service Franchises [RPCC]; cites act as "Consumer Choice Act of 2007"; prohibits counties & municipalities from negotiating terms & conditions re cable & video services; deletes authorization for counties & municipalities to award cable service franchises & restriction that cable service companies not operate without such franchise; provides for incumbent cable service provider eligibility for state-issued franchises, etc. Amends FS.
