Emergency Communications; defines terms "active prepaid wireless telephone," "mobile telephone number," "prepaid wireless telephone service," & "sufficient positive balance" for purposes of wireless emergency communications; revises authority of bd.; prescribes additional duties of bd. of directors of Wireless 911 Board re 911 & E911 systems; requires new private branch exchange telephone systems to have automatic location ID, etc. Amends 365.172,.173; creates 365.175.
