Vehicles/Riding on Exterior; removes exception to prohibition of persons riding on exterior of passenger vehicle; prohibits operator from allowing certain minors to ride within open body of pickup truck or flatbed truck while traveling on certain facilities; provides exceptions & penalties; revises provisions re safety belt usage; requires HSMV to develop policy to prohibit practice of racial profiling, etc. Amends 316.2015,.614.
