Education & Vocational Training; redefines "cosmetology" to include hair technician, esthetician, & nail technician services; authorizes licensure for hair technicians, estheticians, nail technicians, & cosmetologists; allows students to wear sun-protective items while outdoors during school hours; requires certain district school boards to request proposals from at least two class ring vendors annually; requires public access to information, etc. Amends FS.
