Controlled Substances; requires DCFS to file petition for dependency for children of parents involved in certain controlled substance crimes; prohibits cancellation of life or health insurance policies or certificates of specified local, state, or federal employees due to exposure to toxic chemicals or due to disease or injury incurred in their duties re controlled substance law violations committed by others; revises definition, etc. Amends FS.
