Appropriations Implementing Bill; provides for allocation of moneys provided for workforce development & provides for budget amendment when program is moved; makes certain findings re funds for San Carlos Institute; requires analysis & transfer of certain funds re certain transferred criminal justice training programs; creates disproportionate share program for specialty hospitals for children, etc. Amends FS.
