Wildlife Management & Saltwater Fisheries [RPCC]; increases annual use fee for Sea Turtle specialty license plate; deletes suspension of stone crab endorsements for first violations; prohibits unauthorized possession of blue crab trap gear or removal of said trap contents & provides penalties therefor; clarifies provisions regulating spiny lobsters; requires FWC to adopt & publish rule establishing due process procedures, etc. Amends Chs. 320, 370, 372, 861, 20; reenacts 380.511(1)(c). APPROPRIATION: $132,000.
