Public School Student Progression; revises components of school district student progression programs; eliminates guidelines for allocating school district remedial & supplemental instruction resources; eliminates midyear promotion; provides procedures for parental requests for retention; revises guidelines for remedial reading instruction & intervention strategies; revises purpose of Reading Enhancement & Acceleration Development Initiative, etc. Amends 1008.25, 1002.20,.23.
