Department of Financial Services; Revises duties of DFS' Division of Consumer Services relating to OIR; specifies that complaints about sales & finance or title loans be submitted to OFR; repeals provisions relating to commercial collection practices; requires consumer collection agencies to be licensed instead of registered; limits effective period of license to 2 years; requires licensee to obtain surety bond; authorizes DFS to investigate license applicants, etc.
