GENERAL BILL by Fiscal Policy ; Fiscal Policy

State Budgetary Process; revises procedures used in submitting & reviewing requests for state funds; requires agencies to submit long-range program plans; revises procedures re review of information resources management needs; abolishes Transportation Estimating Conference; revises procedures re furnishing legislators with copies of Governor's recommended budget; requires zero-based budgeting reviews; provides for use of zero-based budgeting principles, etc. Amends FS.
